This training package aims to build the capacity of UN personnel by developing the skills, knowledge, and behaviors to define, detect, and respond to sexual harassment, and contribute to a safe working environment. The training is intended to be delivered in person, over a half day, and is recommended to be delivered only by experienced facilitators with experience and knowledge related to sexual harassment.  

The package was developed by UNHCR and has, as of August 2025, been piloted in 52 countries to more than 4,700 staff. It has later been adapted, in an agency-neutral format, for use by other UN agencies. Before using the training material, we advise UN entities to review the material and adapt it to reflect the entity's internal procedures and to support available to victims, bystanders, and managers in addressing sexual misconduct. Entity-specific statistics around sexual harassment should also be added in slide 9, if available.

Supplementary Materials

UNHCR has also made available the participants’ workbook and activity materials. Not all logos could be removed for formatting reasons, but the package is as neutral as possible. Agencies may use these materials as samples to adapt and create their own, if needed
